Subject : Final payment for my short term Research project 2012-2013 @ CENTRAL INSTITUTE OF CLASSICAL TAMIL , Chennai not paid even after expert panel approved my submissions and auditor’s utilization certificate with bills were handed over... pray direction to CICT Chennai to release the final payment of Rs 50,000 regarding.

We are thankful for the Central Institute of Classical Tamil under Human Resources Development Ministry for having sanctioned us vide Sanction Order F.No. 11-264/CICT/2012-13/Research Projects -43 dated 20.11.2012 : Translations of Classical Tamil Texts in Classical and Foreign Languages by scholars of French Colonial period.

By January 30 of 2015 Vide F. No 11-264/ CICT/2014-15 the Registrar of Central Institute of Classical Tamil said that the final report and presentation before the expert panel was satisfactory. Hence the letter sought bills and Auditor’s Utilisation certificate.

In my reply by Speed Post  on 5.2.2015 I had sent all bills and Utilisation Certificates from Auditor V.Selvaraj dated 17.09.2013 and by Auditor N.Palanisamy dated 4.02.2015.

TILL DATE THOUGH MY REPORT HAD BEEN APPROVED BY THE EXPERT PANEL AND I HAD SUBMITTED UTILISATION CERTIFICATES FINAL PAYMENT OF Rs 50,000 IS YET TO BE GIVEN TO ME BY CENTRAL INSTITUTE OF CLASSICAL TAMIL.

PRAYER

Please advice the Central Institute of Classical Tamil to release the final payment of Rs 50,000 for my project of 2012-2013 . I have submitted 3 Volumes before extended deadline of March 2014 for this project. On 9.12.2014 before the expert panel handed over the 4^th Volume of the Report.

1.    NOW I AM IN 2016 AWAITING HRD MINISTRY’s INTERVENTION TO GET

MY FINAL PAYMENT.

2.    RECOMMEND SANCTION FOR ANOTHER PROJECT KEPT IN COLD STORAGE

Meanwhile in 2013-2014 for another project I had applied :

 Digitizing all Editions of Sangam Classics and handing over to CICT with Research History in English and Tamil .

Subject : Central Institute of Classical Tamil under your Ministry for a one year Project sanctioned in 2012-2013 to me through Pondicherry Institute of Linguistics and Culture [ Government of Pondicherry] had not paid the last installment , though Experts Panel had found my report satisfactory.

 Central Institute of Classical Tamil at Chennai under the aegis of HRD Ministry sanctioned me one year project Ref: 11-264/CICT/2012-2013/Research Projects-43 dated 20.11.2012.

 On January 16 of 2013, Central Institute of Classical Tamil sent first Installment of Rs 1,25,000 to Pondicherry Institute of Linguistics and Culture, which in turn paid by Cheque to me on 18.1.2013.

 Since the One Year deadline was extended by March 2014, second installment for Rs 75,000 was sent to Pondicherry Institute of Linguistics and Culture on 16 th December 2013 which in turn had paid to me.

  Two Utilization certificates issued by two Auditors were submitted.  On 17.09.2013 Chartered Accountant V.Selvaraj had issued certificate for Rs 1,06,566. Auditor N.Palanisamy & Co had issued the utilization certificate  for Rs 1,18,434. Total 2,50,000. My covering letter dated 5.2.2015 is enclosed.

   The balance in 2^nd Installment and final installment i.e Rs 50,000 [ fifty thousand had to be paid by Central Institute of Classical Tamil through Pondicherry Institute of Linguistics and Culture.

PRAYER : I pray the Hon’ble Union Minister to understand the difficulties in completing a project titled : Translations of Classical Tamil Texts in Classical and Foreign Languages by Scholars of the French Colonial Period and post independence period till 21 st century. Such a vast subject necessitated travelling to Paris, London and Vatican Archives, otherwise it is not easy to be sitting in our room to gather the texts for these projects.

Since I was not allowed to travel abroad to collect the texts, I requested my friends abroad who had helped me to get some texts but for their help I could not have submitted my Report to the satisfaction of the Expert Panel of Central Institute of Classical Tamil.

Most of those who got projects sanctioned in 2012-2013 did not complete projects, and for my completed project dragging even after 2 years of project completion and inventing excuses that I travelled by car instead of train [ how can with bundle of books a scholar can take to other cities for digitization by train or bus ] and stopping my final payment in grave injustice.

Please direct the Institute to pay for the completed project or ask whole projects  sanctioned over years from 2008 to 2016 to be subjected to scrutiny by HRD Ministry.
